Rick has been building extensions onto his property without obtaining the relevant permits. Alba has been sent to investigate and report back to the permits office on his illegal activities. When she confronts Rick and says she must report her findings, he snatches her phone and tells her she is not making that call. When Alba argues with him, he drags her inside the house, pushes her down on the floor and begins tying her up. Once her wrists are secure, Rick places Alba on a stool and proceeds to secure her to it with more rope until she can hardly move. Alba is warning him that he is in so much trouble, so he gags her to shut her up.
